Parking Deck: Double Taxation for Richmond

AUGUSTA, GA - UPDATE - The Richmond County Commission did not consider City Administrator Fred Russell’s "Motion to approve the Reynolds Street Parking Deck Construction, Operating and Reciprocal Easement Agreement, Reynolds Street Parking Deck Management Agreement, Conference Center Parking Lease and Assignment of Parking Deck Management Agreement, and to authorize the Mayor and Clerk of Commission to execute same." Russell pulled off the motion from the agenda at the last minute.


The Reynolds Street Parking Deck opened Friday, September 23, 2011. It is located on the corner of Reynolds and Ninth Streets. The deck will be used by the conference center, Trade, Exhibit and Event (TEE) Center, Broad Street businesses, Marriott, Augusta Common, Riverwalk events and facilities such as the Amphitheater. Prices are $1.00 per hour, with a maximum charge of $5.00
per day.

Critics of the agreement consider the vote of approval by the commissioners as double taxation for taxpayers in Richmond county. The project was funded with taxpayers in a property not owned by the City, and yearly tax money will pay to the operating company and owner of the property for a building that is owned by taxpayers. To make the "deal" worse, the agreement is not authored by City attorneys.
